This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing management and supervision to the plant operations department to ensure protection and upkeep of the physical plant, campus structures, utility services and equipment servicing for the Richmond campus. The Chief of Plant Operations I (CPO I), understands and implements federal and state laws, rules, and codes; as well as facility policies as they relate to building maintenance, Fire and Life safety and facility grounds. Related codes and regulations, include but are not limited to; The California code of regulations (CCR)-Title 8 (industrial relations), Title 17 (Public health) Title 19 (Public safety), Title 24 (Building standards) As well as National Fire Protection Association (NFPA), 101 Life Safety Code, and the State Administration Manual, (SAM).
The incumbent works under the general direction of the Chief of Plant Operations III in Plant Operations.

This position is an in-office position, with no telework available.
This classification is eligible for a recruitment and retention pay differential for the Greater Bay Area at 5% above the base rate for each qualifying pay period.
There is a free shuttle service between the Richmond campus and the El Cerrito Del Norte BART station. Free employee parking is available for employees working day shift, including free electric vehicle charging and public transit subsidy up to $300 a month.

The Program Support Branch (PSB) provides a variety of supportive services to CDPH Programs. The CDPH’s Richmond Campus is a 29-acre property housing over 1,200 employees, and the campus comprises offices, state-of-the-art laboratories, and a warehouse.

***Will also consider Temporary Authorization Utilization (TAU) appointments- Candidates that meet the minimum qualifications for the classification but do not currently have eligibility on an employment certification list by having taken and passed an examination may apply as a TAU. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s). Temporary Appointments may be considered if conditions warrant. Temporary Appointments may be made to anyone regardless of eligibility. Temporary Appointments may not exceed 9 months and will require eligibility to be obtained through an examination process in order to transition to a permanent appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and understanding worksite safety, general and preventative equipment maintenance procedures, operational safety requirements, and certifications.
  • Completion certificate in one of California's accredited stationary engineer apprentice programs.
  • Possession of the following licenses or certification; C-20 license- warm-air HVAC work, C-38 license - refrigeration work, C-4 license - work related to hot water heaters, boilers, and steam fitting, Chlorofluorocarbon (CFC) license/certification.
