Duties
The CPO is an internal and external champion of, and has oversight responsibility for, the Udall Foundation's Education Programs (Education), the Udall Foundation's John S. McCain III National Center for Environmental Conflict Resolution (National Center), and Udall Foundation-supported programming at the University of Arizona including the Udall Center for Studies in Public Policy (Udall Center) and the University of Arizona Libraries, Special Collections (Udall Archives). The CPO also provides leadership for and oversees administration of the Udall Foundation's Grants, Gifts, and Donations activities and initiatives, in support of these authorized programs.
At the direction of the Executive Director (ED), the CPO will oversee administration of the agency's authorized program activities and ensure such activities are executed within assigned budget levels and in accordance with Federal laws and regulations and the Udall Foundation's enabling legislation.
The CPO reports to the ED and participates as a member of the Executive Team which includes the General Counsel, Chief Financial Officer (CFO), and Chief Operating Officer. The CPO is also a member and co-convener of the Foundation Leadership Team.
Major Duties and Responsibilities:
- Oversee the strategic execution of Education and National Center program activities, ensuring they contribute effectively to the Udall Foundation's needs and priorities.
- Manage, direct, and evaluate the activities of the Education and National Center programs to include providing executive-level leadership and direction. Model innovation, creativity, and excellence and encourage the development of those competencies throughout the programs.
- Establish programmatic objectives and goals in support of the agency's mission and strategic plan. Ensure short- and long-term program plans and priorities reflect organizational mission requirements and budgetary realities.
- Plan and manage workforce and financial resources with accountability for the achievement of organizational goals and objectives for overall program results.
- Recruit, supervise, and professionally develop staff of Education and National Center program employees capable of executing mission requirements. Explore and implement innovative approaches to increase program capacity and expertise such as through internships and fellowships.
- Serve as the primary liaison to the Udall Center and Udall Archives at the University of Arizona, to include collaborative formulation of annual workplans and budget requests and alignment of program activities with Udall Foundation authorities. Seek opportunities to establish, cultivate, and sustain programmatic synergies among the Education, National Center, and University of Arizona programs including through special events and initiatives. Liaise with the ED and CFO to identify and address budgetary issues that may impact Udall Center and Udall Archives program performance.
- Develop meaningful and reportable programmatic performance measures that reflect Congressional and Administration direction and alignment with the agency's enabling legislation.
- Identify, synthesize, and report on Education, National Center, and University of Arizona program accomplishments to internal and external audiences. Provide timely and meaningful evidence of programmatic impact to the ED to support informational outreach to the Board of Trustees, Congress, the White House, Federal agencies, and other stakeholders.
- Serve as the agency's Performance Improvement Officer and, in collaboration with the Chief Operating Officer, maintain oversight responsibility for performance reporting and compliance requirements.
- Provide leadership for organizational culture including for employee recruitment, retention, advancement, and professional development.
- Oversee administration of the agency's Grants, Gifts, and Donations program activities that can support all authorized Udall Foundation and University of Arizona programs. Seek out and respond to grant opportunities that may support individual or synergistic Udall Foundation and University of Arizona programming. Cultivate relationships with agency program alumni and other individuals and organizations as appropriate in furtherance of gifts and donations initiatives.
- As directed and appropriate, represent the ED and the agency in meetings and communications with external audiences and program stakeholders.

You must be a U.S. citizen to apply for this position. The successful candidate will be subject to a background/suitability investigation. All Udall Foundation employees are required to have payments made by direct deposit.
Remote duty stations are not permitted, but a transition period for relocation may be negotiable.

Skill identifying and recommending to the Executive Director and agency leadership strategies for improvements to agency and program operations, activities, and initiatives.
Technical Qualifications
A bachelor's degree in a field relevant to the duties of the position (e.g., program management) or to the agency's program areas (e.g., education, conflict resolution, environmental policy, tribal policy), or equivalent demonstrated professional experience.
At least five (5) years of relevant experience leading mission-based projects, programs, or initiatives from inception to completion, including monitoring and reporting on progress and outcomes.
At least five (5) years of work experience as an employee of the Federal Government.
At least one (1) full year at the GS-15 (or equivalent) Federal experience level, with specific experience in two or more of the following areas: Federal appropriations; finance and budgeting; program administration and oversight; performance reporting; personnel supervision and oversight.
At least one (1) year of Federal supervisory experience, or at least three (3) years of experience leading project or agency teams to include demonstrated experience, training, and/or familiarity with performance planning, performance reviews, disciplinary actions, and/or personnel policies and procedures of the Federal government.
Demonstrated experience building, leading, and facilitating diverse teams to work towards a common goal or objective.
Demonstrated experience creating oral and written communications to provide clear, timely, and reliable information to organizational leaders and staff.
Fluency with MS Office 365 electronic tools including Word, Excel, and PowerPoint.
Fluency with virtual communication and collaboration tools including Teams and Zoom.
Subject matter expertise in one or more areas of agency programming including environmental policy, environmental conflict resolution, environmental education, Tribal health care, and/or Tribal public policy.
Education
Bachelor's degree or equivalent professional experience required.
