POSITION DESCRIPTION:
Human Resource Services is responsible for developing, implementing, and administering a wide range of personnel programs within the guidelines provided by State and Federal regulations. Human Resources supports institutional goals by providing consultative services on staff recruitment and employment, classification and compensation, benefits and leaves, employee and labor relations, training and development, and the fundamental application of policies and procedures.

While reporting to the Associate Director of Human Resources and working independently under general supervision, The HR Generalist requires an on-campus presence that models service excellence daily to all customers seeking comprehensive personnel program guidance. The position applies sound judgement in resolving complex analytical and administrative issues in support of HR operations, onboarding, and the processing of employment actions.

Minimum Requirements

Equivalent to graduation from a four-year college or university and two years of progressively responsible experience in human resources or similar field. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Excellent facilitation skills, including large group facilitation. Demonstrated experience developing and delivering presentations and facilitating meetings concerning complex content.

Preferred Requirements

Experience in human resources management. Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude. Successful experience working in higher education, preferably in a collective bargaining environment. Working knowledge of web-based recruiting, onboarding and position management systems.
Classification/Compensation experience.

 
Essential Functions

Duties - The following examples of typical work activities are meant to illustrate the general range of work functions performed by the HR Generalist and are not meant to be all-inclusive or restrictive.

(55%) Recruitment and Employment

This position provides guidance and resources to employees and supervisors on recruitment and employment processes by:

Manage the day-to-day actions required of the recruitment and employment processes from beginning to end.
 
Provide regular training opportunities to supervisors and employees as it relates to the recruitment and employment processes (i.e. identifying needs, writing a position description, reviewing applications, interviewing, selecting a qualified candidate, making an offer, onboarding and guiding on how to ensure an engaging employee experience).

Perform a comprehensive analysis of position attributes based on collected information (i.e. position description, conditions of employment, etc.), obtain clarification/additional information from supervisors/managers as needed and make final decision on compensation and employment actions.
 
Post/advertise jobs for equal opportunity and competitive hiring.
Administer the electronic employee new hire paperwork onboarding process, accommodating with hardcopy forms where necessary.
 
Manage the background check program for employees.
 
Ensure compliance with applicable employment laws, university policies, collective bargaining agreements, procedures, practices and handbook(s).
 
Perform data entry of all employment actions to establish the personnel record. May supervise this entry if performed by others. Work together with the Payroll Department should discrepancies arise in setting up the pay and time and attendance record.
 
Participate in updates to HRIS (Banner or Workday) and digital Onboarding (PeopleAdmin or Workday) and timely research and troubleshoot issues.
 
Develop/maintain queries for periodic auditing of data integrity.
 
Administer the annual non-renewable reappointment process.
Alert the Associate Director and the Director of Human Resources of performance issues related to employment.
Implement goals, objectives, and priorities to enhance the efficiency of the recruitment and employment processes and onboarding experience.

 
(40%) HR Generalist

Manage the day-to-day tasks required of all employee onboarding (including student employment) from beginning to end. Frequently follows-up with all customers and supervisors where tasks are incomplete. Works together with Payroll Services should discrepancies arise in onboarding and the setting up of the pay and time and attendance record.
 
Coordinate the background check process for all personnel actions as assigned (e.g. employees, volunteers, etc.).
Provide data entry for a variety of employment actions within all Human Resources Information Systems.
Timely communicate established processes to business partners (e.g. resignations, separations, affiliates, etc.)
Supports employment verifications, unemployment claims, and the Public Service Loan Forgiveness program.
Schedules appointments as needed, distributes incoming mail and other communications, performs general administrative duties as assigned, and maintains office supplies.

Maintain the department's digital filing system to ensure personnel files and other regulatory repositories are up to date and compliant with disposition and retention regulations. Timely maintain department paper files and filing as required. Scan recruitment, personnel, classification, benefits, and other confidential human resources documentation for electronic filing system.
 
Create, prepare, maintain, and terminate personnel files. Create and/or edit tools, business process guides, training materials, and other resources as assigned.
 
Communicate with visitors, take calls and respond to emails addressing and resolving a variety of questions.
 
Ensure a welcoming space and environment for all customers who visit the Office of Human Resources.
 
In partnership with the other HR Generalist and the Director of Human Resource, organize, facilitate and deliver monthly new employee orientation programs (first day, first week, first month and first quarter, etc.) and serve as a consultant to new employees. Gather candidate experience feedback from new hires and adjust the format of orientations accordingly.

Provide general support for HR programs.
 
Attend training and maintain skill currency as appropriate to safely and effectively complete assignments.

Excellent organizational and time management skills with the ability to set own priorities to successfully coordinate multiple assignments with fluctuating and time-sensitive deadlines.
 
Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
 
Demonstrated customer service experience requiring a very high level of diplomacy and professionalism to effectively handle a broad range of sensitive interpersonal situations. Present ideas and concepts in written and presentation format and use consultative and facilitation skills to gain consensus in a collegial manner.

Ability to gain an experiential foundation in human resources theories, principles, concepts, practices, and techniques.
 
General knowledge of methods and problems of organization management.
 
Ability to develop, research, interpret, evaluate, implement and articulate complex personnel policies, collective bargaining regulations state and federal laws, rules, standards, procedures and policies pertinent to the professional operations of human resources.
 
Experience developing and delivering presentations.
 
Strong analytical and research skills; ability to gather, evaluate, and to develop well-reasoned conclusions and recommendations that are logical  and defendable.
 
Experience extracting, interpreting and compiling qualitative and quantitative data. Ability to proactively assess work operations and anticipate potential problems; ability to develop and implement strategies for preventing/resolving problems.

Physical Demands

Normal office activities such as sitting/standing at a desk, using a computer, answering phones, and communicating in person both in writing and via phone with others.

Special Conditions

Must be willing to travel and attend training programs off-site for occasional professional development.
 
Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
 
Must be able to successfully pass a pre-employment background check.
 
This position classification has been defined as exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
 
The person holding this position is considered a mandatory reporter under the Oregon Revised Statutes and is required to comply with the requirements set forth by the Oregon Department of Human Services.
