Our Organization
The Missouri Center for Public Health (MOCPHE) is a non-profit public health institute and membership association of over 30 local public health agency leaders, educational partners, and service providers. We are dedicated to improving the public health system in Missouri and accomplish that through supporting our membership’s needs and engaging in systems change as a public health institute.
Our environment is ever-changing and rarely are two days in a week the same. Our office is in St. Louis, and our team is located throughout Missouri (including Kansas City, Columbia, and Springfield areas).
Primary Purpose
We are seeking a highly motivated and experienced professional team member to serve as our Program Manager. This position will have 4-5 direct reports and will be responsible for project management, oversight of contract delivery, and providing support to the Program Director for employee development for direct reports.
In addition to these responsibilities, the Program Manager will play a key role in providing guidance and workforce development opportunities for various interns within MOCPHE.
Another key aspect of this position will be responsibility for the oversight and completion of deliverables related to MOCPHE’s contract with the Missouri Department of Health and Senior Services (DHSS) to provide technical assistance to Local Public Health Agencies (LPHAs) interested in or seeking accreditation. This includes:
- Generating interest in accreditation
- Assessment of LPHA needs around accreditation and implementation of ideas to address these needs
- Manage and facilitate monthly meetings of the MOCPHE PHAB Learning Collaborative and various cohorts (i.e. strategic planning, quality improvement, etc.)
- Partnering with DHSS on all strategies and written materials
- Participating in meetings (virtual and in-person) with LPHAs to represent MOCPHE and the technical assistance
- Coordinate and secure the resources necessary to complete this technical assistance
Alongside these tasks, this position will be responsible for managing additional independent projects within MOCPHE, outside of accreditation efforts.
This position reports directly to the Program Director.

Ideal Characteristics
Ideal candidates for this position are fierce advocates for public health, have a master’s in a relevant field, and have at least three years of management experience, particularly with supervising a fully virtual and/or hybrid team.
Ideal candidates reside in Missouri. Candidates will be expected to travel throughout Missouri.
Experience, Education, and Training
- At least bachelor’s in public health or related field; master’s degree in public health or related field is preferred
- A minimum of 3 years of relevant management experience; experience managing projects and a team in a completely virtual or hybrid environment is greatly preferred.
Knowledge
Candidates should have an employee-centered approach to management and the development of a strong team in a completely virtual and/or hybrid environment. This position will have approximately 4-5 direct reports, many of whom have a range of experience in public health.
Candidates should have a thorough understanding of project management techniques and methods and an ability to coach staff on how to deploy and improve those skills.
Candidates should have a strong working knowledge and understanding of accreditation and the various required plans and domains including, but not limited to Community Health Assessments (CHAs), Community Health Improvement Plans (CHIPs), Strategic Planning, Performance Management, and Quality Improvement.
Candidates should have an understanding of Missouri’s public health system or public health in general. This position will be responsible for the quality and successful delivery of activities and products required of MOCPHE as part of our contract with DHSS for accreditation technical assistance to LPHAs, including other contractual obligations.

RESPONSIBILITIES
Management – Staff and Lines of Service (50%)
- Serve as the direct supervisor for a maximum of 7 staff, including but not limited to monitoring and coaching on performance in individual and small group settings, reviewing and approving payroll, and coordinating with MOCPHE leadership to ensure staff and organizational success
- Ensure the timely and quality completion of contract deliverables
- Initiate and set goals for programs based on MOCPHE’s strategic initiatives
- Support staff and lead efforts to plan programs from start to finish
DHSS LPHA Technical Assistance Accreditation (40%)
- Assessment of LPHA needs around accreditation and implementation of ideas to address these needs
- Manage and facilitate monthly meetings of the MOCPHE PHAB Learning Collaborative and various cohorts (i.e. strategic planning, quality improvement, etc.)
- Partnering with DHSS on all strategies and written materials
- Participating in meetings (virtual and in-person) with LPHAs to represent MOCPHE and the technical assistance
- Coordinate and secure the resources necessary to complete this technical assistance
- Hire and retain staff necessary to conduct this work
- Serve as the responsible staff person for the planning, execution, and completion of all deliverables related to this contract
General (10%)
- Provide back-up support for relevant projects or services on an as-needed basis
- Participate in activities related to the development of MOCPHE, including developing written materials for grant applications and governmental solicitations
- Other duties as assigned
OTHER INFORMATION
Supervision
Under direct supervision. Reports directly to Program Director. Will be responsible for direct supervision.
Physical Requirements
This position will operate a computer keyboard and/or mouse and may be subject to sitting for long periods of time.
Work Environment
Depending on the candidate’s location, this position is likely fully remote with expectations for travel throughout the state of Missouri with some potential for out-of-state travel. MOCPHE’s main office is in St. Louis.
Job Type: Full-time
Pay: $60,000.00 - $70,000.00 per year
