Who we are:
Community Counseling and Mediation (CCM) is a leading Brooklyn-based behavioral health organization committed to addressing the root causes and problems associated with mental illness, substance abuse, and alcohol abuse. As an innovative, community-based social service organization, CCM provides a wide range of social support, counseling, health, mental health, education, and supportive housing services to at-risk children, youth, and families in some of the most impoverished minority-populated areas of Brooklyn. With a history dating back to 1982, CCM has grown to serve over 25,000 individuals and families annually across Brooklyn and Manhattan. The organization operates over 25 programs and has become a key provider of culturally sensitive mental health services alongside educational, health, and social activities.
Position Overview
The Human Resources Director will play a pivotal role in aligning Community Counseling & Mediation’s HR practices with its mission. This role manages payroll processing and all stages of the employee lifecycle, including recruitment, onboarding, benefits, leave administration, and offboarding. The HR Director is the primary contact for legal counsel, benefits brokers, and staffing agencies, and supervises an HR team.
Key Responsibilities
1. Strategic Leadership
- Develop and implement HR strategies aligned with CCM’s goals.
- Advise on staffing, position changes, and HR policies.
- Track and analyze HR metrics to ensure alignment with organizational objectives.
2. Team Management
- Lead and mentor the HR team, ensuring effective communication and collaboration.
- Conduct weekly one-on-one meetings to review progress and provide support.
- Perform evaluations and assist in creating development plans for HR staff.
3. Recruitment
- Collaborate with program directors to identify staffing needs and develop recruitment plans.
- Oversee the recruitment process, ensuring compliance and quality.
- Maintain relationships with staffing agencies for both temporary and permanent needs.
4. Payroll Management
- Ensure accurate and timely processing of semimonthly payroll.
- Work with the fiscal department to confirm payroll accuracy and compliance.
5. Benefits Administration
- Manage benefits selection, open enrollment, and administration, ensuring compliance with regulations and CCM policies.
- Liaise with benefits brokers for updates and issue resolution.
6. Compliance and Risk Management
- Ensure HR practices comply with legal requirements and industry standards.
- Collaborate with the COO, Chief Compliance Officer, and legal services on policy updates and employee relations.
- Conduct regular audits to mitigate risk.
7. Performance Review and Training
- Lead the performance review process, ensuring fair evaluations and training managers.
- Identify training needs, develop programs, and organize sessions to enhance skills and support growth.
8. Employee Relations and Communication
- Act as the primary contact for complex employee relations issues and escalate as necessary.
- Communicate HR policies and updates effectively.
- Foster a positive workplace culture through engagement initiatives.
9. HR Policy Development
- Regularly review and update HR policies to reflect changes in laws and practices.
- Ensure policies are understood and implemented consistently.
10. Collaboration with External Partners
- Maintain relationships with benefits brokers, retirement plan representatives, staffing agencies, and legal advisors.
- Negotiate contracts and service agreements with external vendors.
11. Continuous Improvement
- Identify and implement opportunities to streamline HR processes.
- Stay updated on industry trends and apply best practices.
- Lead HR projects that support CCM’s growth and development.
Qualifications
- Bachelor’s degree in Human Resources or related field (Master’s preferred).
- At least five years of HR management experience, including supervisory roles.
- Extensive knowledge of HR functions, benefits, compensation, and compliance with NYC and NYS regulations.
- Proven ability to align HR strategies with organizational goals.
- Commitment to diversity, equity, and inclusion (DEI) principles and supporting DEI initiatives.
- Strong leadership, organizational, and communication skills.
- Proficiency with Google Suite, Microsoft Office, and HR software.
- Professional certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) is a plus.
- Experience in NYC non-profit social services is advantageous.

Job Type: Full-time
Pay: $90,000.00 - $105,000.00 per year
