Executive Director - Area Agency on Aging
Position is exempt, full-time – 40+ hours per week
REPORTS TO: Board of Directors
DIRECTLY SUPERVISES: Program Managers and Administration personnel

Job Summary:

The Executive Director is responsible for leading and managing the Central Coast Commission for Senior Citizens (Agency), Area Agency on Aging, ensuring the delivery of comprehensive services to older adults in Santa Barbara and San Luis Obispo Counties. This role plans, organizes, coordinates, and directs the ongoing functions of the Agency and provides administrative support for the Board of Directors and the committees of the Board. It involves strategic planning, program development, financial oversight, and community engagement.

Essential Functions:

Strategic Leadership:

  • Develop and implement the Agency’s strategic plan, aligning with the organization’s mission and vision.
  • Collaborate with the Board of Directors, staff, and community partners to set organizational goals and priorities.

Program Development and Oversight:

  • Coordinate the development, implementation, and administration of the Agency’s Area Plan, including needs assessments, data analysis and interpretation and inventory of resources.
  • Administer the Agency Area Plan, ensuring a comprehensive system of services for older adults.
  • Administer and review research and planning projects, development of comprehensive and coordinated programs, and provision of information to and about the elderly.
  • Develop and implement an evaluation procedure for the Agency's operations and contractor operations.
  • Evaluate existing programs and identify opportunities for improvement or expansion.
  • Supervise and review the planning and development of programs to and about the elderly, coordination of existing services, pooling of untapped resources, and fiscal and programmatic monitoring and evaluation.
  • Coordinate and supervise the planning and program implementation with governmental agencies, private organizations and other agencies that have a focus on the older population.

Financial Management:

  • Manage the Agency’s budget, including grant funding, contracts, and revenue sources.
  • Ensure fiscal responsibility, transparency, and accountability.
  • Supervise and direct the development of budgetary and fiscal requirements.
  • With the Board of Directors, develop Policies and Procedures and supervise the utilization of resources for the Agency.
  • Seek additional funding opportunities through grants, donations, and partnerships.

Community Engagement:

  • Represent the Agency in the community, building relationships with stakeholders, government agencies, and other nonprofits.
  • Advocate for older adults’ needs and rights.
  • Promote awareness of Agency services and programs.
  • Provide administrative support to the Agency Advisory Council, its committees, task forces and advocacy efforts.

Personnel Management:

  • Stay informed about state and federal labor laws, regulations, and policies.
  • Ensure compliance with all applicable requirements.
  • Lead and supervise Agency staff, including the power to hire, train, promote, conduct performance evaluations, reprimand, suspend, discharge or reward employees, assign duties and responsibilities, and oversee professional development.
  • Supervise and direct personnel in the ongoing operation of the Agency including the preparation of reports and recommendations as requested.
  • Complete authority and responsibility for carrying out the Policies and Procedures of the Agency.
  • Foster a positive work environment that encourages collaboration and innovation.

Compliance and Reporting:

  • Stay informed about state and federal laws, regulations, and policies related to Agency programs.
  • Ensure compliance with all applicable requirements.
  • Prepare and submit reports to funding agencies and the Board of Directors.

Knowledge, Skills, and Abilities

  • Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique,organizational theory, production methods, program management, pertinent state, federal and non-profit corporate codes, regulations, guidelines and policies, and coordination of people and resources.
  • Personnel and Human Resources — Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, personnel rules and regulations, and personnel information systems.
  • Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Economics and Accounting — Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis, developing, and reporting of financial data.
  • Judgment and Decision Making — Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Complex Problem Solving — Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Critical Thinking — Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Coordination — Adjusting actions in relation to others' actions.
  • Management of Financial Resources — Determining how money will be spent to get the work done, and accounting for these expenditures.
  • Oral Comprehension — The ability to listen to and understand information and ideas quickly and accurately when presented through spoken words and sentences.
  • Oral Expression — The ability to effectively communicate information and ideas in speaking to staff and colleagues or in public presentations so others will understand. The ability to effectively communicate, provide technical assistance, and work with individuals and professionals in the community to develop and implement policies, procedures, and programs.

  • Written Comprehension — The ability to read and understand information and ideas presented in writing.
  • Written Expression — The ability to communicate information and ideas in writing so others will understand.

Qualifications:

  • Bachelor’s degree (Master’s preferred) in a relevant field (e.g., Public Administration, Social Work, Gerontology).
  • At least five (5) years of full-time experience in directing and administering programs; budget development and control; management; personnel practices, social program planning; program evaluation; policy development and/or social service operations.
  • Experience preferred in grant program administration.
  • Experience in the Management and Supervision of personnel.
  • Experience preferred in nonprofit management, aging services, or related fields.
  • Experienced in general supervision, planning and program assessment.
  • Knowledge of the program objectives and legal requirements of the Older Americans Act, and Federal and State laws relating to programs for older persons.
  • Proficient in Microsoft Office Suite.
  • Working knowledge of fiscal management and grants administration, administrative organizations of State and local governments, objectives and methods of community organization, committee work, and effective public relations.
  • Strong leadership, communication, and organizational skills.
  • Ability to adapt and think creatively, even without direct nonprofit experience.

Physical Requirements:

The work requires sitting for a long period of time while using a computer, participating in meetings, and presenting education/training to audiences. Must have the ability to lift up to 35 pounds.

SALARY RANGE:

$95,000 - $130,000

Job Type: Full-time

Pay: $95,000.00 - $130,000.00 per year
