The Arc Erie County is looking for a Recruitment Manager!!

What you’ll be doing: As our Recruitment Manager, you’ll be overseeing and coordinating the company’s recruitment, selection, application tracking and retention efforts.

  • Overseeing the effectiveness of the agency’s recruitment program, ensuring compliance standards are met & monitors the staff training programs and onboarding/orientation process.
  • Work closely with Programs Directors/Hiring Managers to coordinate employment advertising strategies and is the main contact person with all types of media (print, radio, internet and/or social media)
  • Supervises staff associated with recruitment and selection.
  • Maintain & expand knowledge & understanding of existing & proposed federal & state laws/regulations, industry trends, current practices, new developments affecting Recruitment & Retention

What we need from you:

Bachelor’s or associates Degree PLUS (3) years full-time paid experience in Human Resources w/ (2) years in a managerial capacity

OR

High school or equivalent diploma PLUS (7) years full-time paid experience in Human Resources w/ (4) years in a managerial capacity.

Position Summary:

Will exercise oversight and coordination for the following HR functions; recruitment, selection, applicant tracking and retention efforts.

Reporting Relationship:

Works closely with and under the direction of the Human Resource Director and Chief Human Resource Officer. Responsible for the supervision of assigned HR Staff.

Job Duties and Responsibilities:

  • Oversee the effectiveness of the agency’s recruitment program, ensuring compliance standards are met and monitors the staff training programs and onboarding/orientation process.
  • Primary HR staff assigned to develop, implement, and maintain the HRIS/Recruitment data software.
  • Supervises the identification of appropriate and effective external sources for candidates for all positions and provides vision regarding creative and innovative recruitment methods to attract qualified candidates, with cost effectiveness and successful recruitment foremost in mind.
  • Oversees all outreach to the community for hiring initiatives including but not limited to coordination of Job Fairs, College recruitment, Career Days; Attends events sponsored by other Not –for –Profit organizations to promote the agency in terms of open positions, skills needed to become a qualified candidate
  • Works closely with Program Directors/Hiring Managers to coordinate employment advertising strategies and is the contact person with all types of media – including but not limited to print, radio, internet to place ads and social medial venues.
  • Provides direction to assigned department staff in the performance of their duties, establishment of work priorities, and in achieving management initiatives.
  • May assist to enhance, revise, implement, and enforce Human Resource policies, procedures, and processes to maximize efficiency and effectiveness within the department.
  • Supervises staff associated with recruitment/selection.
  • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations, industry trends, current practices, new developments affecting Recruitment and Retention
  • Works with Managers to write and/or update interview questions.
  • Maintain and provide monthly recruitment/retention metrics.
  • May assist with reclassifying positions, and writing job descriptions
  • All other duties as assigned.

Qualifications and Education Requirements:

Bachelor’s Degree or Associates Degree PLUS three years full-time paid experience in Human Resources with two years in a managerial capacity. One year supervisory experience preferred.

OR

High School or equivalency diploma PLUS seven years full-time paid experience in Human Resources with four years in a managerial capacity. Two years supervisory experience preferred.

OR

Extensive experience in lieu of degree will be considered

Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.

PLUS

Work requires an understanding of business disciplines and the application of well-defined techniques and procedures. The ability to research and analyze various different type of data information.

Excellent oral and written communication skills required. Detail oriented, logical, and methodological approach to problem solving; Ability to provide vision and leadership; Ability to plan and schedule the work of others. Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment; good organizational skills and demonstrated self-initiative.

Strong working knowledge of federal and state laws and regulations related to administering human resources employment initiatives and on boarding paperwork. The ability to provide vision to management and subordinates

Must be proficient in Microsoft Word, Excel, HR/PR database systems, social media sources. Sound understanding of HR principles and practices, with special emphasis on Recruitment and Employment.

Must be able to represent the Human Resource Department in a professional manner.

  • Mental Requirements:

Ability to apply common sense understanding to carry out detailed but involved instructions and to deal with problems involving a few variables. Ability to perform very basic math skills including adding, subtraction, multiplying and dividing two digit numbers. Ability to edit work for spelling and grammar and ability to interpret written information.

  • Human Relations Skills:

Ability to communicate clearly in English with individuals clearly and in a positive manner in both oral and written form; maintain effective working relations with agency personnel; ability to maintain confidentiality; remain open to others’ ideas, must be able to work alone or with others. Ability to adapt to changes in the work environment, manage demands and able to deal with frequent change, delays or unexpected events. Must be dependable, consistently at work on time, follow instructions, respond to management direction and solicit feedback to improve performance. Ability to adhere to and maintain a professional attitude and appearance at all times.

  • Equipment Operation:

Ability to use common office equipment: telephone, computer, fax, copy machine, laminator and camera, etc.
